Acceptance of apologies for absence 

To receive and accept apologies of absence.

Schedule 12 of the Local Government Act 1972 requires a record to be kept of the members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Parish Clerk as it is usual for the grounds upon which apologies are tendered also to be recorded. Under Section 85(1) of the Local Government Act1972, members present must decide whether the reason(s) for a member's absence are accepted.

Exclusion of the Press and Public

Standing Order #1c The Parish Council may exercise their right to exclude the public and press by resolution from a closed meeting due to the confidential nature to be discussed pursuant to section 1(2) of the Public Bodies (Admission to Meetings) Act 1960.

Consider the Annual Internal Audit Report 2022/2023 Year End Accounts

To note and approve the report from the Internal Auditor and resolve the Audit report (See attached). N.B. Claire Lingard (WGW Auditor) will be in attendance to answer councillors questions.

To certify and approved the Accounts.



Signing the AGAR

To witness the signing of the AGAR by the Chair & Clerk/Responsible Finance Officer.



Publish the Audit on the Website

To confirm the publishing of the Audit on the Website and note that it is a legal requirement to publish the Accounts on the Parish Council Website



Approve the dates for the Public to exercise their rights

Note that the External Auditor had recommend that the dates be advertised as Monday 12th of June 2023 to Friday 21st of July 2023, Council to note that the Clerk recommends that these dates are used too. 


Council to approve the dates. 


Council to nominate a Councillor to arrange to be available to meet with electors should the Clerk not be available during these dates.



External Auditor

To note that the Exemption Certificate needs to be received by the External Auditor on the 30th of June 2023. Council approved the use of electronic mail to send the Audit papers to PKF Little John.



West Berkshire Council Precept Payment

To note that the Parish Precept 2023/2024 first half payment of £88,500.00 has been received.

To approve and sign the accounts. 

To note that the balance for the Account at month ends 30th April 2023 was £113,275.00.

To discuss Lambourn Parish Council’s relationship with the Lambourn Centre.

To discuss on-going maintenance issues with the Hall Public Convenience.

To discuss where Lambourn Parish Council has a supporting role in relation to struggling local halls.



Lambourn Surgery

Patient Participation Group (PPG). Cllr Jones to provide an update on upcoming changes to procedures, etc.




To set a date and actions to progress the Streetlighting project (Continued to from previous meeting).



Community Governance Review

To propose that Lambourn Parish Council undertake a Community Governance Review with the aim to revise the ‘council size’ (the term used by the Local Government Commission for England to describe the number of councillors who are elected to a local authority) from 15 to 11.

Clerk’s Update Regarding White Lines Refresh

Clerk to advise council that enquires into the refreshment of the white lines in the public car park in the High Street have yet to be progressed (Ref: April 2023 Full Council Meeting item 192).
